Layered State
What if we define an organizational entity like a state that is different from the existing social structure, ideology, value preservation, and value transmission on top of the current Physical Layer?
The state provides the interface and pays taxes when it wants to use that interface. Human, or computer, belong to the most convenient state.
It is acceptable to belong to more than one layer at the same time.
- Physical Layer : An existing state. It controls physics and has history and customs.
- Second Layer : National organization that is digitally constituted.

Layered State
既存の社会構造、イデオロギー、価値保全、価値伝達とは異なる組織体を現状のPhysicalなLayerの上に定義するとどうなるだろうか？ 国家はインタフェースを提供し、そのインタフェースを使いたいときに納税を行う。人間、または機会は一番都合の良い国家に対し属する形。同時に複数の層にまたがって属することは構わない。
Physical Layer : 既存の国家。物理的、過去の積み上げなどが存在する。 Second Layer: デジタル上に構成される国家的組織
